It's on this roll and I can usually find them on my hand spooled images.  Do I have some gunk on my felt (either in the Lloyds or film canister)?

I don't get this issue on store bought film or medium format and since they are horizontal lines, I highly doubt they are in my development process.

Hard to tell, and if it does not happen with commercial ammo, what I am about to tell makes no sense...
But it looks a lot like a shutter issue I once had. Only happened at highest speeds.

Hmmm, never would have guessed that.   Time to experiment...

Clean the Lloyds felt and the film can felt with some tape and see.

What Larry said, or stick the nozzle on your canned air in there and give it a few good puffs.
