Not sure if it has an official name, but sometimes called "partial color" or "selective color."  Here are a couple of discussions of it.  What a sweet message from your granddaughter!

 Thanks James, I remember now. I was trying to do that in photoshop a few years ago but my computer crashed and I lost my Photoshop program. I think it was too young for this old man anyways :p
