First off, would it be a waste of time to have the meter repaired
on the Kiev?  If so, does anyone know of who does them?

The problem could be (in order of likelihood):

1) Dead meter cell

2) Oxydized contacts

3) Broken wires or solder points

4) Broken meter assembly

5) One or more of the above

5) none of the above ... something else

If you can't figure it out quickly, it's probably not worth spending time and money to have it repaired.
